National parks can reopen — on the states' dime Oct 11th 2013, 04:46 401 national park units have been shuttered since Oct. 1, including the Grand Canyon, Yellowstone, and the National Zoo. National parks will be allowed to reopen if states pay for park operations, officials announced Thursday.
